Why is AI Okto Corp. (AIOK) stock moving?

AIOK is a micro-cap LPG shipping company. It rose from about $4 to a high of $31.09 on Oct 30 after announcing an $18M sale of the Dream Arrax, which leaves it with one vessel, and a $3.50 special dividend. Volume rose from a few thousand shares a day to hundreds of thousands and then millions of shares. The stock then fell 47.75% on Nov 2 to $12.63 and traded near $10–11 on Nov 3. The drop came as the due-bill period began, and no clear catalyst was identified. The dividend is about 30% of the current price. It is taxable and payable in cash or shares, and the ex-date is Nov 27. The CEO's holding company controls about 77% of the shares, so the float is thin. The company also filed a $500M shelf registration and a resale registration for 3.2M shares. Either could add supply or dilution. Price action is extremely volatile, with swings of 30–50% in a day. The stock is driven by speculation and dividend mechanics, not fundamentals. EPS is negative.
