Why is Meta Platforms (Facebook) (META) stock moving?

Meta is under pressure from two sources: heavy financing and new political risk to its data center plans. The company has laid out a $95B equity plan, with $35B underwritten and $60B through an at-the-market program, and it has also issued $15B of senior notes. Dilution, negative free cash flow and an S&P credit-standing adjustment keep investors cautious. On Nov 5 the stock fell 3.96% to $605.08, after trading as low as $583.80. It recovered to roughly $606 to $618 on Nov 6, and the Nov 2 low of $606.73 was tested again. Meta's president said the midterm results will make building US data centers harder, and the Nasdaq fell sharply as AI infrastructure names sold off. Valuation and fundamentals are supportive: the P/E is about 21, 37 of 43 analysts rate it Buy, and the average target is about $848. The deep intraday low and the bounce show buyers are active, but the at-the-market supply and the regulatory uncertainty over capex limit the near-term upside.
