Why is Nebius Group (NBIS) stock moving?

Nebius is in a deep drawdown. The close of $141.52 on Nov 4 is about 53% below the $299.86 peak of Jun 22. Over the last month the stock moved from a $182.34 close on Oct 28 to the low $140s, with wide daily ranges. The latest leg down comes from several pressures at once: a report that a $17.4B Microsoft-linked New Jersey project is delayed by a roughly $5B Microsoft AI spending shortfall, a Texas election result that raised fears about data-center power and approvals, funding and debt-market worries, and insider selling. Citi cut its target to $265 from $324 but kept a Buy rating, and the average analyst target of about $281 sits far above the price. Q3 results on Nov 12 are the next catalyst. Investors will look for ARR growth, whether customer prepayments cover capex, and any funding plan or 2027 guidance. Sentiment is fragile and volatility is high. The setup looks oversold, but the funding and regulatory overhangs have not been resolved.
