Why is iShares 0-3 Month Treasury Bond ETF (SGOV) stock moving?

SGOV behaved as expected for a T-bill ETF. Its price rose steadily from 100.59 on Oct 16 to 100.73 on Oct 30. It then fell about 0.30 to 100.43 on Nov 2, the ex-dividend date for the $0.32858 monthly payout. That drop is a distribution mechanic, not a loss, and the price has since crept up to 100.45. Volume spiked to roughly 37-38M shares on Oct 30 and Nov 2 around the distribution, against a 30-day average near 22M. Net assets are about $116.8B. The Fed held rates unchanged in late October with two dissenters favoring a hike. Futures price a rise toward about 4.1% by February, and 1-month to 3-month bill yields sit around 3.9-4.2%. SGOV's very short duration means it carries little rate risk, and higher policy rates would lift its income. The main risk is a surprise easing, which would lower the yield. Otherwise it remains a stable cash-like holding that earns a steady monthly payout.
